With the passage of a state budget-related housing bill, the California Environmental Quality Act will be a non-issue for a decisive swath of urban residential development in California. In practice, that means most new apartment buildings will no longer face the open threat of environmental litigation.

Late Monday, Gov. Gavin Newsom signed two major bills to change one of the state’s oldest and most powerful environmental laws. The measures are designed to make it easier to build more housing in a state that has some of worst shortages and highest prices in America.
