Army veteran Andrew Arrabaca appeared in federal court Tuesday after prosecutors charged him with arson for allegedly setting a fire outside 26 Federal Plaza in Lower Manhattan.Prosecutors say the 43-year-old also fired five to seven pellets from an airsoft rifle toward the federal building before federal officials arrested him a short time later.
